PORT ST. LUCIE, Fla. — A new Costco distribution center will soon be constructed in Port St. Lucie, creating hundreds of jobs for the Treasure Coast.

The Economic Development Council (EDC) of St. Lucie County said the facility will be a cold and dry storage depot located at the Legacy Park at Tradition off Interstate 95 and Southwest Becker Road.

The site will eventually include two facilities totaling 1.87 million square feet and employ more than 500.

The site plan for the project was approved by the Port St. Lucie City Council on Dec. 4. The first phase consists of a 595,000-square-foot cold and dry storage facility, which the EDC said will employ 265 people at an average wage of $55,350 plus benefits.

Officials said construction of the facility's first phase will employ 549 people.

A 1.06-milllion-square-foot dry goods distribution center will be built in the second phase, according to the council. Two future expansion areas of 60,000 square feet for cold storage and 147,500 square feet for dry storage are included in the plan, according to an EDC news release.

"This is another great economic development project in the works," Port St. Lucie Mayor Shannon Martin said in a statement. "While this is a somewhat different Costco project than our city had worked toward in the past, the reality is that the jobs this Costco depot will bring us, at well above our county's average wage, will make a huge, positive difference in the lives of 265 local families and the lives of the many others these families touch — and that's for the first phase alone."

The Port St. Lucie City Council approved an incentive package for Costco on Monday. The package includes ad valorem tax exemptions for real and tangible personal property at 100% for the first five years, then at 90%, 80%, 60%, 40% and 20% for the next five years; mobility and impact fee mitigation and an opportunity for a Job Growth Investment Grant.

The new facility in St. Lucie County will replace a current Costco depot facility in West Palm Beach. The director of real estate for Costco Wholesale said at Monday's Port St. Lucie Council meeting that their West Palm Beach site, located near 45th Street and Florida's Turnpike, will be relocated since they had "maxed out their growth."

The first phase of the project is expected to take about a year and a half to complete.

Other facilities that exist at Legacy Park at Tradition include FedEx, Amazon and Cheney Brothers.

Despite discussion about a future Costco store eventually being built in Port St. Lucie, the only Costco approved to be constructed on the Treasure Coast is in Stuart. That store is tentatively slated to open in the summer of 2025.

"Bringing in ... a company like Costco into Port St. Lucie is really amazing," Jennifer Davis, the director of the Port St. Lucie Community Redevelopment Agency. "We hope that ... at some point in the future Costco will look at this site and see the benefit of not only having the distribution jobs here but also having the retail establishment here too."

PORT ST. LUCIE — A new "entertainment district" could be built in Southern Grove, near Tradition, after the City Council earlier this month voted to begin negotiations for a land sale with Tradition Entertainment District.

The potential buyer, a subsidiary of developer Piticopu, plans 100,000 square feet of shopping, entertainment facilities, restaurants and other accommodations, according to city documents.

It would be at Village Parkway and Pete Hegener Drive, directly west of where Costco Wholesale Corp. plans to build a 200-acre distribution depot. Piticopu would pay about $6.8 million for the 20 acres.

Bullish on Port St. Lucie

Piticopu already is developing four restaurants on a separate 5½-acre site nearby: Bonefish Grill, First Watch, Outback Steakhouse — and another not yet named — on Village Parkway at Innovation Way. Interest has been so high that "we need more space," company principal Gustavo Lumer told the council

"The whole idea is to bring more to Tradition," Lumer said. "We love the city, and we hope to do more business here."

Fits with the city master plan

The development fits within the city's initial 2018 plan and 2021 master plan for Southern Grove, Mayor Shannon Martin said.

"This is very exciting. I've got to say that, when we were doing our master plan all those years ago, this was one of the elements of the master plan that we were hoping for," Martin said.

The master plan calls for a number of large industrial and warehouse developments along Interstate 95, many of which already have been built or contracted.

It also includes mixed-use developments between those sites and Village Parkway, buffering the road and nearby housing developments from those facilities, Jennifer Davis, director of the city Community Redevelopment Agency, has said.

"They won't be industrial. Industrial is staying closer to 95, so you won't see industrial along that front corridor," Davis explained.

With property now committed for the entertainment district and Costco, there are only six available parcels left in Southern Grove, mostly along the strip intended for mixed-use development. The city is actively seeking proposals for what to do with three of the unsold lots, and expects at least five companies to apply, Davis said.

Meanwhile, Port St. Lucie will hold onto the other lots until necessary infrastructure work is completed, Davis said.

PORT ST. LUCIE — Costco plans to relocate a distribution facility to Port St. Lucie from West Palm Beach and, city officials said, also may eventually open a warehouse store here.

The identity of the company the city has been courting, to build on nearly 200 acres in Southern Grove, was finally revealed Monday as the City Council approved a package of tax breaks for what had been known as code-name Project Everest.

Major economic-development projects often remain unnamed during negotiations, as permitted by state law.

The distribution facility is expected to break ground in the next six months and be complete about a year after that, according to Jennifer Davis, director of the city Community Redevelopment Agency.

The big reveal

While there had been speculation based on the company's description, Wes McCurry, senior vice president of the Economic Development Council of St. Lucie County, left no doubt during his presentation to the council.

"Now, with great pleasure, I'm proud to announce this company is" ? McCurry said before pausing and flipping to a slide of the company logo — "the distribution depot for Costco Wholesale Corp."

Costco's current distribution center, at 5851 45th St. in West Palm Beach, will close when the new center opens, said Eric Orren, Costo's director of real estate. It is one of just 24 regional distribution depots servicing its more than 800 stores.

"We're looking to relocate our West Palm Beach depot to Port St. Lucie because we've maxed out our growth there," Orren said.

McCurry had previously cited a number of the economic impacts the project would bring. Costco has said the new facility would create 265 full-time jobs with an average wage of $55,350 plus benefits. The Economic Development Council projects economic impact of construction at nearly $85 million, while the impact of the new jobs is estimated at about $198 million annually.

'Working on some other things'

Mayor Shannon Martin stressed that this facility is a distribution warehouse and not a Costco store, but said the city is still "working on some other things" with company, including a possible retail store.

"We're trying, very hard to get a retail establishment here, and hopefully that will happen in the future, but as for right now it's the depot," Martin said.

Orren declined to comment on the possibility of a retail store, saying that those decisions are not under his oversight.

A Costco warehouse store already is under construction in Stuart, with a target opening date of spring 2025.

The depot, in fact, may have an even greater economic impact than a Costco store, Vice Mayor Jolien Caraballo said. When the temporary construction jobs are added to the full-time figure, the total jobs created comes out to about 406, Caraballo said. That compares to about 275 part-time and full-time jobs at a retail store, according to Orren, who said about half of those usually are part-time.

"Potentially, it's even a better benefit than getting a retail establishment at this time," Caraballo said.

Land sale and tax breaks get approval

The Port St. Lucie distribution center is to be located within the city's Southern Grove manufacturing/distribution area, on the largest plot of land within that "jobs corridor." The city acquired that land in 2018. The Costco property encompasses land previously assigned to another code-named project: Project Apron.

City councilmembers, in their roles as the Government Finance Corp., earlier Monday approved sale of about 133 acres to the Costco developer. That land, combined with the land previously designed for Project Apron, make up the roughly 192-acre Project Everest property, located along Interstate 95 just north of existing Amazon, FedEx and Cheney Brothers facilities.

The land was sold by the city to developer JDN Enterprises for about $16.24 million.

The city also approved giving Costco an infrastructure credit of almost $18.7 million to facilitate infrastructure development. Costco is agreeing to pay for infrastructure improvements as part of an agreed "Road Project" in excess of that credit, and plans to borrow $11,357,156.98 to do so, according to the contract.

The city approved a number of tax breaks for Costco. In years one through five, the company would be exempt from all ad valorem taxes. In the sixth year that exemption drops to 90%, then to 80% in year seven, 60% in year eight, 40% in year nine and 20% in year 10. County commissioners are scheduled to vote on a similar incentive package Tuesday.

The city also approved a $3,500-per-new-job impact and mobility fee waiver.

The County Commission is set to vote Tuesday on a five-year grant of $2,100 per new employee.

A quick turnaround

Conversations about bringing the Costco depot to Southern Grove began in August, said Jeff Greenwalt, Sansone Group national director of industrial development. Sansone purchased the land previously set aside for Project Apron in 2022.

"I called Jennifer Davis and said, 'Hey, we have an opportunity, but we need to move very quickly,'" Greenwalt said.

With the land's inclusion in Project Everest, Project Apron's future prospects seem to be slim. Project Apron was to be a 1.2-million square-foot distribution facility for an unnamed company. In the morning meeting Monday, Caraballo voiced hope that the company could find another site here, but Martin said she was unaware of any other available parcels that size.

"I don't think we have any land left that would fit Project Apron," Martin said. "You snooze, you lose."

Martin thanked those involved in Project Everest for moving more quickly than Project Apron had.

But it may not be the first place that comes to mind.

It's Port St. Lucie, now Florida's sixth largest city, which is also in the top 10 of America's fastest growing cities, among those with a population of at least 50,000. And at the heart of that expansion is a pulse provided by a town within a town — one that attracted Mary Milmore and her husband 15 years ago.

"You can call me an old timer and a historic reference person," Mary said when talking about the community of "Tradition."

Sounding like a savvy civic booster, Mary points to "friendly people, booming economy, business is moving in on a monthly basis, and (it's) still growing."

But this master-planned community was once a massive missed opportunity.

"The original developer went bankrupt and we came in along with a partnership with the city and just started investing money, developing a lot of new neighborhoods, new innovations, and we create a sense of place and a sense of community that people really just want to live here," said Dan Grosswald, a developer with Mattamy Homes.

A moment of joy: News We Love

Make that a lot of people.

That five-year partnership has spawned shops, parks and a 20-mile nature trail, and new homes in a wide price range. There's even a driverless shuttle to get around the neighborhood. (Not so small town, right?)

"We took what was here and just made it better. The town center is the hub. It really creates a sense of place for people rather than just a large tract of homes, creating a place where people want to live, know their neighbors, have fun together, develop strong bonds."

Tradition has 5,000 homes and about 10,000 people now.

Mattamy sees another seven to ten years of building out Tradition, adding up to thousands of additional new homes, as well as more parks and public places. New schools, too.

And as the Port St. Lucie metro population rises by ten thousand people a year, that Tradition pulse is now a welcoming drumbeat.
